A shared vision of Lao coffee sector Development

A growing coffee sector, oriented toward quality and respect of environment, providing sustainable and decent incomes for smallholder producers, as well as viable business conditions for private sector partners.

The Lao Coffee Board is extended to a broader representation of economic stakeholders. Its role will be to be a space of public-private dialog and to revise and endorse the sector strategy. Practical strategic actions will be implemented by the relevant institutions and services. A permanent coordination and monitoring unit is established, under the authority of the CNCL/Lao Coffee Board, in order to monitor the implementation of the Strategy, to update the sector information and maintain the dynamic of cooperation between skateholders initiated during the strategy preparation.

The CNCL/LCB is also an innovation in terms of inter-ministerial collaboration, involving all public authorities concerned by coffee sector, from production to export.

Yet, the implementation of the stratefy is not seen as a centralized process. It has not to be considered as a project or a program that has to be funded and implemented through a sole and unique channel. On the contrary, it will be based on a sharing of the responsibilities and will encourage the initiatives of the different categories of stakeholders, including of the private sector. The monitoring and coordination unit shall mainly contribute to build the coherence and enhance the synergies between the different actions of all stakeholders.
